Draw-Tite trailer hitch # 75673 for the 2016 Subaru Outback is made in Mexico. Curt trailer hitch # C13206, also for your 2016 Subaru Outback, is made in the USA. But, per Curt warranty requirements, all non-trailer loads (bike racks, cargo carriers, etc) must be supported by stabilizing straps, such as # 18050, sold separately. I spoke with my contact at Curt about wiring harness # C56070. He said that there are 12 to 14 gauge wires used. The 12 volt and ground wires would be the larger 12 gauge.
Hardwire harness # 319-S7-08 uses 10 gauge for the ground and auxiliary power, 12-gauge for brakes and 14-volt circuits for the other 4 functions. Your tow package port on your 2005 Toyota Tundra will either be above the emergency brake pedal (even taped to it), or behind the kick plate panel to the left of the emergency brake pedal. The wire making the connections has a copper conductor, and the pins are made of brass, for strength and corrosion resistance, also because it readily conducts electricity. The blades on the vehicle side of the connection are meant to fit tightly against the pins in the plug which helps hold the connection together. You will find that opening a tail gate all the way is just not possible with a hitch mounted bike carrier on a pickup truck. Since the tail gate extends so fat beyond the bumper when opened it would require a bike carrier to almost lay flat.
Using any adapter or extension in your trailer hitch will reduce the capacity of the trailer hitch by 50 percent.

Like you have said, the 2013 Ram 1500, if so-equipped, will have both a 7-Way and a 4-Way trailer connector at the back. In order to determine where the problem is you will need to use a circuit tester, # PTW2992, if you do not already have one.

If you need a trailer wiring harness but you already have the factory tow package, you'd use # HM40975 or # 22112 if your ProMaster doesn't have the tow package. For a ball mount, use # C45030 and for a 1-7/8 inch ball use # 19260 or # 63845 for a 2 inch ball. Then you will need a pin and clip like # PC3.

For something to be considered waterproof it has to be able to be submerged under water for a certain amount of time and not let any water in. Based on that the Optronics adapter # A57WB is not technically waterproof. But at the same time you should unplug the trailer from the tow vehicle prior to submerging the trailer in the water so as to eliminate any chance of a short caused by water.
